April 6, 2026 JAKARTA – The government’s temporary restriction on platforms operated by nonprofit organization Wikimedia Foundation has raised concerns among digital rights advocates, who warn that arbitrary controls risk undermining citizens’ access to free knowledge and freedom of expression. In late February, the Communications and Digital Ministry banned access to auth.wikimedia.org, the single sign-in gateway for Wikimedia platforms, including the free online encyclopedia Wikipedia and media repository Wikimedia Commons, citing the platform’s failure to register in Indonesia.

The move effectively prevented voluntary contributors, known as Wikimedians, from uploading or editing content across Wikimedia services from within the country. On March 25, Wikipedia Indonesia, the local community of contributors, reported that Wikimedia Commons had also become inaccessible even to logged-out users, quickly drawing widespread attention on social media. Access, however, was later restored the same day. Communications ministry digital space supervision director general Alexander Sabar attributed the disruption to a “false positive”, saying an automated system had mistakenly flagged content resembling prohibited material, particularly online gambling.

“The incident could have been prevented had Wikimedia been included in the whitelist database,” Alexander said in a statement on March 27. “However, as it has not completed registration as a private electronic system operator in Indonesia, Wikimedia Commons has not been categorized under the whitelist in the blocking system.” As of Thursday, the login restriction remained in place, with access attempts redirected to the main Wikimedia site. Pages continue to display a banner noting restricted registration and login, although articles remain readable.

Digital rights group Southeast Asia Freedom of Expression Network (SAFEnet) described the ban as a disproportionate administrative measure that sacrifices the public interest. “When a sanction paralyzes the functions of an important open knowledge platform, it can be seen as an overreach of state authority,” SAFEnet executive director Nenden Sekar Arum said on Thursday. She added that restricting access to Wikipedia, widely used by students and the public, also undermines the right to education. Nenden warned that such measures could encourage self-censorship among platforms and users.

“This is dangerous for freedom of expression, public participation and the quality of digital democracy in Indonesia.” Media and communications research center Remotivi also criticized Communications and Information Ministerial Regulation No. 5/2020, which underpins the restriction, for its overly broad definition of digital service providers. “Technically, any websites in the world that want to be accessible to Indonesian users would have to register, and there are millions. That’s not reasonable, so why was only Wikimedia blocked?” Remotivi director Yovantra Arief told The Jakarta Post on Wednesday, calling the move arbitrary.

He pointed to previous blocks, including internet service provider Cloudflare last November and the Internet Archive in May, both linked to efforts to curb online gambling, as examples of misdirected enforcement. Unexplained ‘punishment’ Wikipedia hosts around 767,000 articles in Indonesian and has 1.6 million registered users in the country, with more than 159 million pageviews monthly. Wikimedia Indonesia described the login restriction as an unexplained “punishment” for contributors who have spent more than two decades building content in Indonesian.

“By restricting login access for Wikimedians, it will be difficult to develop knowledge and keep Wikipedia articles reliable and up to date,” the community said in a statement on March 11. Indonesian Wikimedians also run projects in 17 local languages, but the restriction has prevented native speakers from contributing, threatening the preservation of their mother tongues and putting some at risk of extinction, the statement added. The group also launched a petition calling on the Communications Ministry to lift the ban entirely.

More than 10,000 people had signed, with support from communities representing various local languages. The Wikimedia Foundation, the United States-based nonprofit that operates Wikipedia and other Wikimedia projects, said it was “investigating the scope and underlying basis” of the restriction while promising support for Indonesian users. “We are engaging with the relevant authorities to better understand this action and to seek an appropriate resolution,” a spokesperson said on Thursday. Alexander did not respond to the Post’s request for further comment as of Thursday.
